According to the China Rubber Industry Association, the use of waste rubber in China has been showing a steady growth. In 2005, China's reclaimed rubber, produced from waste rubber as raw material, has reached 1.45 million tons, and the utilization of waste rubber resources has exceeded 60%. The output of reclaimed rubber in China ranks first in the world. However, compared with more than 80% of developed countries such as the United States and Japan, the greater difference lies in the use of waste rubber in foreign countries, in addition to tire renovation, mainly for the manufacture of rubber powder used in building materials and combustion heat utilization. The production of reclaimed rubber is still the main way for the comprehensive utilization of waste rubber in China. At present, the outstanding problem of the unreasonable use of waste rubber in China is that the re-use rate is too low. According to industry insiders, due to the fact that China's tire retreading technology is not yet closed, most of the tires that should be rebuilt are used to make reclaimed rubber and rubber powder, and some of them are even used for earth refining or simply abandoned, resulting in waste of rubber resources and Environmental pollution.

The industry believes that the level of comprehensive utilization of waste rubber is one of the important signs of economic development in a country. Its comprehensive utilization includes thermal energy utilization, original use, and recycling. In our country, it also concerns the implementation of the concept of environmental protection and circular economy. However, with China's current economic development level, the comprehensive utilization of waste rubber will still be dominated by reclaimed rubber. Under such conditions, China should speed up the development of the field of rubber powder, develop rubber powder moderately, and do a good job of deep processing. By 2010, the comprehensive utilization rate of waste rubber will strive to reach over 80%.

For three consecutive years, China has become the world's largest consumer of rubber, and its consumption of rubber has exceeded one-fifth of the rubber consumption of the global rubber industry. However, China's rubber resources only account for about 10% of the world's total resources. In recent years, China needs to import more than 1.2 million tons of natural rubber and 600,000 tons of synthetic rubber each year. Therefore, accelerating the comprehensive utilization of waste rubber is an important task faced by the rubber industry in the development of circular economy.
