When the on-site inspection of the production facility was completed, new problems were encountered. In previous data verification, purchase records and invoices for raw materials for Schedule 3 chemicals were less involved, but this time the inspectors requested the purchase invoices corresponding to each purchase order for purchased phosphorus trichloride. The on-site verification of DOC production facilities accepted by PetroChina Liaoyang Petrochemical Branch Company is also typical. Liaoyang Petrochemical has 67 sets of large-scale refinery units. It is the first time that such a large-scale enterprise has received international verification. According to the relevant person in charge of the Liaoning Province Prohibition Chemical Affairs Office, although the basic management of Liaoyang Petrochemical is relatively solid, almost all of the company’s production processes, production equipment, product raw materials, and material balance relations are expressed in the limited time for verification. Clearly, much preparation still needs to be done.
