Hu Jintao Gives Four Suggestions on China-Japan Trade and Economic Cooperation

Chinese President Hu Jintao held talks with Japanese Prime Minister Yasuo Fukuda in Tokyo on the 7th. In a candid and friendly atmosphere, the leaders of the two countries exchanged views frankly and in depth on Sino-Japanese relations and issues of common concern and reached broad consensus. The two sides agreed that the development of long-term and stable good-neighborly and friendly relations between China and Japan conforms to the fundamental interests of the two countries and the two peoples and is of great significance to peace, stability, and prosperity in Asia and the world at large.

After the talks, Hu Jintao and Yasuo Fukuda signed the joint statement of China and Japan on comprehensively promoting strategic and mutually beneficial relations.

Consolidate the political foundation and strengthen strategic cooperation
With regard to Sino-Japanese relations, Hu Jintao made the following suggestions. First, consolidate the political foundation of Sino-Japanese relations. Both sides should abide by the principles of the three political documents, including the Sino-Japanese Joint Statement. In the spirit of taking history as a mirror and facing the future, the two sides should properly handle such major sensitive issues as the historical issue and the Taiwan issue and safeguard the political foundation of bilateral relations. Second, strengthen strategic mutual trust. The two sides should regard each other as long-term partners, support each other’s peaceful development, take care of each other’s major concerns, and consistently handle their differences through dialogue and consultation. Third, deepen mutually beneficial cooperation. The two sides should give full play to their economic and complementary advantages, create new key cooperation areas and highlights of cooperation, achieve a quantum leap in the economic and trade cooperation between China and Japan, and consolidate the material basis for the development of Sino-Japanese relations. Fourth, enhance the feelings of the two peoples. The two sides should focus on the long-term development of Sino-Japanese relations, persevere in promoting multi-level, multi-channel, and multi-domain humanities exchanges, deepen mutual understanding and friendly feelings between the two peoples, especially young people, and consolidate the social foundation of Sino-Japanese friendship. V. Establish and improve cooperation mechanisms in various fields. The two sides should continuously improve exchanges and cooperation mechanisms in government, political parties, legislative bodies, economy, culture, defense, etc., build a long-term healthy and stable development framework for bilateral relations, and provide a strong mechanism for the development of Sino-Japanese relations. Sixth, expand cooperation in international and regional affairs. Both sides should focus on Asia, strengthen strategic coordination and cooperation, and work together to promote the establishment of a peace mechanism in Northeast Asia and regional cooperation in Asia, and work together to rejuvenate Asia and jointly respond to global challenges.

Hu Jintao put forward the following important proposals on expanding exchanges and cooperation between the two countries. First, maintain high-level exchanges. The two sides established a mechanism for regular exchange of visits between leaders, while continuing to maintain meetings on international multilateral occasions. Second, promote economic and trade and scientific and technological cooperation. Strengthen and improve the high-level economic dialogue mechanism, strengthen technology trade and innovation cooperation, promote cooperation among SMEs, exchange experiences in the protection of intellectual property rights, and conduct cooperation in the peaceful use of nuclear energy. Third, promote environmental cooperation. We will strengthen exchanges and cooperation in water pollution control, energy conservation and emission reduction technologies, and expand cooperation in recycling cities. Fourth, expand cultural exchanges. To commemorate the 30th anniversary of the signing of the China-Japan Peace and Friendship Treaty, vigorously promote humanities exchanges and establish a long-term mechanism for the exchange of youth between the two countries and set up a cultural center at an early date. Fifth, strengthen defense exchanges. Strengthen mutual visits by high-level defense departments and expand multi-level defense exchanges and cooperation.

Promote business cooperation and increase cooperation level
On the same day, President Hu Jintao also attended a welcome lunch hosted by major Japanese economic groups and delivered an important speech titled "Sharing Opportunities and Common Development."
Hu Jintao briefly introduced China’s economic situation this year and put forward four proposals for further developing China-Japan economic and trade cooperation:
First, focus on strengthening cooperation in energy conservation and environmental protection. China is stepping up the construction of a resource-saving and environment-friendly society in accordance with the requirements of building an ecological civilization. Japan has the world's leading energy-saving and environmental protection technologies. The two countries have broad prospects for cooperation in energy conservation and environmental protection. It is hoped that the economic circles of the two countries will actively participate, and the officials and the people will simultaneously carry out the cooperation of energy conservation and environmental protection as a new bright spot and growth point for bilateral economic and trade cooperation.
Second, actively participate in the development of China's region. China will continue to implement the overall strategy for regional development, intensify the development of the western region, fully rejuvenate the old industrial bases in the northeast and vigorously promote the rise of the central region, which will bring broad market prospects and huge investment demand. Japan's economic circles are welcome to give play to their advantages and give priority to strengthening exchanges and cooperation with China in the fields of personnel and technology. China will continue to facilitate this.
Third, vigorously promote the cooperation between enterprises in the two countries. Large enterprises of the two countries should seize the opportunity to expand exchanges and cooperation in the high-tech field and constantly improve the level of cooperation. Japanese SMEs account for 99% of the total number of companies and play an important role in economic development and overseas investment. The Chinese government attaches great importance to the development of SMEs and has introduced a series of policies to support SMEs. It is hoped that the small and medium-sized enterprises of the two countries will strengthen information communication and carry out flexible and mutually beneficial cooperation.
Fourth, strengthen cooperation in regional and global economic affairs. In order to adapt to the further development of economic globalization, Chinese companies are actively implementing the "going out" strategy, and Japanese companies are active around the world. Both sides have their own advantages and can achieve mutual complementarity. The two sides can begin by jointly exploring the international market to explore mutually beneficial cooperation in international and regional economic affairs and further expand cooperation space.
