Finding the optimal path through selection

Gasgoo.com: There are various opinions on the direction of development of new energy vehicles. Do you think from the perspective of national policy, in which direction will new energy vehicles be developed in the future?

Lin Yi: The country has listed new energy vehicles as a strategic emerging industry. The main direction is that electric power drives automobiles. Its important significance lies in transforming energy consumption patterns. From petroleum products to power, it transfers to a variety of fuel consumption. From this perspective Look, the development of electric drive cars is a better direction. Of course, wind energy, solar energy, etc. are also all clean energy sources, and they are good for sustainable development. However, compared with electricity, these energy sources are still widely used in automobiles.

Gasgoo.com: You had experience leading electric vehicle technology research at Beijing Institute of Technology. After coming to BAIC, you were mainly responsible for new energy vehicle projects. From your point of view, which technology path is more suitable for China's current situation?

Lin Yi: I personally think that at the current stage, new energy vehicles should not be able to determine a single technical path at one time. Instead, they should encourage the parallelization of various technical paths, and conduct selection through actual use, gradually finding the best and most optimized technology. The path comes.

If pure electric mode is completely chosen now, the current battery technology and infrastructure are still not fully qualified, and at the same time, if hybrid power is selected, it will promote the development of the battery system and the control system on the other hand. It is easy to take a single path, just like in the United States in the 1990s. Once a road is unsuccessful, it will be completely abandoned.

Gasgoo.com: With regard to the technological development path of new energy vehicles, there are various disputes among government departments in China. In the previous years, the government supported hybrid power. The “12th Five-Year Plan” mainly focused on the development of electric vehicles. What do you think about this change?

Lin Yi: National policies should have consistency and continuity. Now that the policy has been changed, hybrid power is not considered as a new energy vehicle, and there is no financial subsidy. Companies do not have the motivation to study hybrid cars, but instead have “big bees” projects on ground electric vehicles. As a result, the transition from traditional fuels to new energy sources lacks a transitional phase. At the same time, the resources and R&D costs invested in the front are all wasted.

It is hoped that the country will support the development of hybrid vehicles while supporting electric vehicles, because hybrid power has the effect of energy saving, and for current China, energy saving is still very important. Energy conservation should be equal to new energy vehicles.

It is not time for each department to restrict each other

Gasgoo.com: Currently, due to various conditions, electric vehicles cannot be industrialized on a large scale. What do you think are the main bottlenecks and technologies? management? policy? facility?

Lin Yi: I think that the most critical bottleneck is still two major issues: one is battery, the other is infrastructure.

The battery is the core of the electric vehicle technology, but it is also the biggest bottleneck technology. No matter what kind of electric drive method, if the battery technology does not break through, it will not be able to achieve industrialization.

Of course, some people think that the battery technology must fully achieve the same function as gasoline, and the electric vehicle's cruising range must reach 400 kilometers to achieve industrialization. This is also wrong. The role of electric drive is mainly to change the way of energy consumption. As long as there are appropriate supplementary ways, even if you run two or three hundred kilometers, you can.

In addition, the infrastructure is also critical. First of all, it is related to land issues, power supply systems, personnel maintenance, etc., and it involves many departments. Therefore, it is said that it is easy to do and it is not easy to build.

Gasgoo.com: When it comes to infrastructure, it is said that several departments are currently grabbing this one and they don't give each other. What kind of result do you think of this dispute?

Lin Yi: I personally think that in the infrastructure construction such as recharging, we must take full advantage of the enthusiasm of all walks of life. Which one cannot be “only me”, especially when it comes to funds, space, and personnel issues, One cannot complete it. Actually, this kind of large-scale system social engineering is not only one of PetroChina, Sinopec, and the State Grid, but it is now a period of mutual promotion, and it is not yet time for mutual restraint. The state should encourage anyone who can do it. It cannot rely on only one home. If it develops to a certain stage in the future, it can be regulated through the introduction of relevant laws and regulations.

This is similar to the contradiction between cars and roads that we have been arguing. It is still only the contradiction between cars and roads. After the rapid development of electric vehicles in the future, it will give rise to the relationship between cars, roads and infrastructure. Contradictions and relationships will be more complicated.

The future of low-speed electric cars is uncertain

Gasgoo.com: With regard to electric vehicles, there are also some controversial issues at present, such as the issue of low-speed electric cars. Can you tell us about this situation?

Lin Yi: On the issue of low-speed electric vehicles, several departments of the State, such as the Ministry of Industry and Information Technology, China Association of Automobile Manufacturers, and the China Automotive Engineering Society have conducted relevant research, but no conclusions have been reached yet.

There is an opinion that the development of low-speed electric vehicles can promote the development of battery technology to some extent. In response, government departments have already stated that lead-acid battery technology and low-grade electric technology cannot promote the development of modern battery technology and modern automobiles, and if low-speed electric vehicles are allowed to hit the road, it is very easy to cause chaos in traffic conditions. In addition, the production process of lead-acid batteries is seriously polluted, and disposal is also a big problem.

Gasgoo.com: As such, low-speed electric vehicles are hardly a nationally supported project.

Lin Yi: It is still bad to say now. Because some people think that low-speed electric vehicles can be used in limited areas and limited environments in rural areas. From the perspective of the business models of some enterprises, there is a market for low-speed electric vehicles, especially in rural areas. In order to increase productivity, motorization is strongly advocated. Farmers like cheap, convenient low-speed electric vehicles. At present, the production of low-speed electric vehicles is a corporate behavior.

Funding and policy support are important development drivers

Gasgoo.com: We have seen that the country has vigorously promoted energy conservation and new energy in the past two years. So what kind of support does the country and the government provide for new energy vehicles?

Lin Yi: For new energy vehicles, the most important thing is the guiding role of the state and the government. In the past decade or so, the reason why new energy vehicles have developed so fast is closely related to the guidance and financial support of national policies. During the “10th Five-Year Plan” and “Eleventh Five-Year Plan” period, the government subsidized new energy vehicles by 2 billion yuan, and also reduced relevant expenses in the automobile consumption link. The “12th Five-Year Plan” will continue to be vigorous in funding and policies. stand by.

Gasgoo.com: With the development of new energy vehicles, some local governments have also seen good prospects. What do you think local governments can provide for the development of new energy vehicles?

Lin Yi: Recently, I went to some cities and found that although the local government is very supportive of the development of new energy vehicles, the proposed measures “do nothing”. My opinion is that if we want to promote the development of new energy vehicles, we must give more money and support it in terms of funding. Second, we must give preferential treatment in terms of taxation, such as the reduction of purchase tax and use tax, so that consumers can have Enthusiasm to buy and use new energy vehicles. As far as fiscal subsidies are concerned, various local governments have now introduced some policies that are sufficient.

Gasgoo.com: Beijing has become the country's largest pilot city for new energy vehicles. This is obviously closely related to the BAIC Group's efforts. As the person in charge of the new energy automobile project, in your opinion, what are the major experiences of BAIC in this regard?

Lin Yi: The success of BAIC's new energy auto project is directly related to the strong support of Beijing Municipal Government and the clear strategic direction of BAIC New Energy. Due to the municipal government’s attention, Beijing was listed as one of the first batch of pilot cities in the “10 cities” new energy electric vehicle city, and it has recently become one of the six pilot cities for private purchases of new energy vehicles. This has a great driving effect on the development of the company.

In fact, in the aspect of electric vehicles, Beijing Automotive has not started too early, but it is developing rapidly. When other companies are still developing hybrid vehicles, BAIC has already established a special new energy vehicle company earlier in the country. This is because BAIC has formulated a scientific development strategy of “Strengthening the development of pure electric vehicles” and “Keeping key parts core technologies” and “Introducing integrated innovations in-house”. Thus, the entire vehicle, battery, and motor control system of electric vehicles are three. In terms of technology, it has taken the lead in domestically to achieve complete independent research and development.
