China's import of waste plastics soared to bring pressure on environmental protection

Nowadays, waste plastics have become a very good seller in the domestic market. In the past five years, China's imports of waste plastics jumped from 2.458 million tons to 5.865 million tons last year, with an average annual growth rate of 24.4%. The average import tonnage also climbed from US$220.1 to US$410.4. In January of this year, China's import volume of waste plastics increased by 36.7% and 64.4% respectively year-on-year. Therefore, the growth rate of imports is a matter of happiness and concern, and it should arouse the concern of the relevant departments.
First of all, we must admit that for such a big plastics consumer in the world, the adequate supply of plastic raw materials is very important. Despite the rapid production capacity expansion of large-scale petrochemical plants in China, the output of the five major synthetic resins has doubled in the past five years. In 2006, the output reached more than 25 million tons. However, the demand for high-growth plastics processing industry still cannot be met, and imported raw materials become Plastic processing industry is an important support. However, as international crude oil prices continue to rise, the import prices of new materials have also steadily increased.
Due to the obvious price advantage (customs data show that the average import price of polyethylene and PVC scrap in January this year was lower by US$1025 and US$465.6 respectively than the corresponding new material), the import power of scrap was very strong. It is roughly estimated that in recent years, China's imports of waste plastics have accounted for 20% to 30% of the imports of new materials, which has effectively alleviated the contradiction between supply and demand of raw materials in the domestic market to some extent. However, while the value of waste plastics has been fully utilized, the significant increase in imports has placed increased pressure on national supervision and environmental protection.
The risk of importing waste plastics is mainly in several aspects: First, the multi-stakeholders' interests in purchasing, transporting and selling are linked, and the difficulty in import supervision is increased. Suppliers, intermediaries, and importers have clear division of labor and their interests are linked, and they easily form a chain of supply and sales with a monopoly. At the same time, the developed countries have strict requirements on the disposal of waste plastics, and the processing costs are high. Some people therefore borrowed large amounts of Chinese imports of waste plastics to export unprocessed plastic waste to China. Second, China's import market has become more diversified. Some of the waste plastics have been transshipped in Shenzhen after being piled up in Hong Kong, China, obscuring the real transaction parties and increasing the difficulty of import supervision. Third, the import growth rate of trade-based private enterprises is relatively fast, and it is not easy to monitor domestic circulation, making it more difficult to manage environmental protection departments.
In order to control the pollution caused by the processing of waste plastics, China has recently stepped up efforts to supervise waste plastic processing enterprises in coastal areas such as Guangdong and Zhejiang. At the beginning of this year, relevant departments carried out the rectification of waste plastics processing enterprises in Nanhai District of Foshan City, Guangdong Province, and banned a group of unlicensed workshops, effectively curbing the environmental pollution caused by the local waste plastics recycling industry. At the same time, in order to reduce costs and evade supervision, some waste plastics recycling companies in relatively economically developed regions have begun to shift to central and western regions where human resources are cheap and environmental protection requirements are relatively low. The pollution of waste plastics recycling has spread to the central and western regions. The initial signs. The author believes that in order to effectively resolve the risks brought about by the import of waste plastics, in addition to further strengthening the supervision of imports, China should also establish an effective recycling mechanism as soon as possible and establish a large-scale recycling base.
