The Hainan Provincial Government officially issued the "Trial Measures for the Safety Management of School Bus Safety in Hainan Province" (hereinafter referred to as the "Trial Measures"). The "Trial Measures" consists of seven chapters and fifty articles. The regulations on the use of school buses, the qualifications of school bus drivers, the safety of school buses, and the safety of school buses have been officially implemented on October 1 this year. For the driving speed of the school bus, the "Trial Measures" also made a clear limit: the maximum speed of the school bus carrying the students on the highway should not exceed 80 kilometers, and the maximum speed of driving on other roads should not exceed 60 kilometers. The student's school bus travels on sharp bends, steep slopes, narrow roads, narrow bridges, and muddy roads, or when there are low-visibility meteorological conditions such as fog, rain, and dust, the maximum speed should not exceed 20 kilometers. The "Trial Measures" also stipulates that the school bus for the lower grade students should be equipped with no less than one person. The car care personnel must take care of the students throughout the journey. The co-pilot seat of the school bus shall not be arranged for students to ride. During the school bus carrying students, it is forbidden to take passengers other than the driver or the car care personnel.

The Trial Measures stipulate that schools or school bus service providers need to apply for a school bus license. The education administrative department will jointly submit review opinions with the public security and transportation, and report to the people's government at the same level for approval. After obtaining the license for the school bus, the applicant will receive the school bus sign and the unified school bus sign lamp from the traffic control department of the public security organ at the same level.
