It was learned from the Ministry of Transport that the “Regulations on the Management of Toll Roads” had been submitted to the State Council, and opinions on the methods of the local government were also sought. The Ministry of Transport will, in accordance with the requirements of the State Council, actively cooperate with relevant departments to accelerate the revision of the Regulations on the Management of Toll Roads.
The toll road management regulations are being promoted in an orderly manner. On August 20, 2015, the Ministry of Transport completed the revised public consultation for the “Regulations on the Management of Toll Roads” and further improved the revised contents of the regulations on the basis of fully absorbing social feedback. On December 17, 2015, the “Regulations on the Management of Toll Roads” (revised draft for review) was formally reported.
In March 2016, the Legislative Affairs Office of the State Council sought the opinions of the State Council departments and the people's governments of various provinces (autonomous regions and municipalities) on the Regulations on the Management of Toll Roads (revised draft for review).
On August 8, 2016, the "Notice of the State Council on Printing and Distributing the Work Plan for Reducing the Cost of Enterprises in the Real Economy" proposed "to amend the "Regulations on the Management of Toll Roads" as soon as possible, scientifically and reasonably determine the highway toll standards, and gradually cancel the government to repay the secondary road tolls." .
The Ministry of Transport will, in accordance with the requirements of the State Council, actively cooperate with relevant departments to accelerate the revision of the Regulations on the Administration of Toll Roads.
Constructing a Highway System Parallel to Tax Collection and Charges The amendments to the Regulations on Toll Road Management are based on China's current development stage and financial security capabilities, and in parallel with the concept of “paying users and differentiated burdens”, constructing “tax collection” and “charges” in parallel. Two road systems that balance fairness and efficiency. Among them, the construction and maintenance of non-fee ordinary roads are covered by public taxation and general budget, accounting for about 97% of the total mileage of the road network; the construction and maintenance of toll roads with expressways as the mainstay, through the collection of vehicle tolls.
Raise the threshold for toll roads, promote the adjustment of toll roads, and strictly control the mileage of toll roads outside the expressways. Enhance the adaptability and flexibility of the needs of road users, improve the supply quality of highway infrastructure, expand effective supply, improve logistics efficiency, reduce logistics costs, and promote sustained and healthy economic and social development.
At the same time, the toll road information disclosure work will be standardized, institutionalized, and normalized, and the transparency of the implementation of toll road policies will be improved, and the public's right to know and supervise will be fully guaranteed.
