“Last year, Zhengzhou’s new energy vehicles produced and sold 21,600 vehicles, accounting for 6.5% of the total domestic new energy vehicles.” Zhang Ji, deputy secretary general of Zhengzhou Municipal Government, said that Zhengzhou recently introduced a series of support for the promotion and application of new energy vehicles and industrialization. The policy of development is clear that by 2020, the capacity of new energy vehicles will exceed 150,000, and Zhengzhou will strive to build Zhengzhou into an important new energy vehicle R&D and production base.

Both purchase and use are subsidized

"New energy vehicles can not only enjoy national, provincial and municipal subsidies at the time of purchase, Zhengzhou City will also provide subsidies for 'real gold and silver' in the process of use." Chen Zhigang, deputy director of Zhengzhou Finance Bureau said.

According to reports, for new energy vehicles purchased by consumers, Zhengzhou Finance will provide subsidies in accordance with the central government subsidy standard of 1:0.6. For new energy buses purchased by non-financial investment bus operators, refer to the central financial subsidy standard. The provincial and municipal finances will provide matching subsidies in a ratio of 1:1. New energy passenger vehicles purchased and used by individuals and businesses for rental and public rental will also be subsidized for the use of vehicles, mainly for motor vehicle traffic accident liability compulsory insurance premiums, road and bridge fees, charging fees, charging facilities and installation. In terms of fees and other aspects, the subsidy standard is 10,000 yuan/car for pure electric passenger cars and 0.5 million yuan for vehicles with plug-in hybrid passenger cars. In addition, parking for public-purpose parking spaces for new energy vehicles is free of parking fees.

Build charging facilities to crack the bottleneck

Vigorously promoting the construction of charging infrastructure is conducive to solving the problem of charging electric vehicles, and is an important guarantee for the development of new energy automobile industry. According to Zhang Hongxun, deputy researcher of the Zhengzhou Development and Reform Commission, Zhengzhou plans to build 5 urban charging and power stations and 3,000 charging piles this year. By 2020, the ratio of charging piles to electric vehicles will strive to reach 1:3, which basically meets the charging needs of about 100,000 electric vehicles. Among them, the ratio of public charging piles to electric vehicles is not less than 1:8, and the radius of public charging service in urban core areas is less than 1 km.

“Resolving the bottleneck of new energy vehicle promotion and strengthening the planning and design of charging and replacing infrastructure is an important part.” Liu Yanling said that in the future, the parking space for new residential construction should be 100% to build charging facilities or to reserve construction and installation conditions. No less than 2% of the parking spaces should be built in parallel with the residential project to meet the requirements for simultaneous use. Newly built 20,000 square meters of shopping malls, hotels, hospitals, office buildings and other large public buildings, parking lots, social public parking lots, charging facilities, or parking space reserved for construction and installation conditions, not less than 15% of the total parking space And the parking space of the built-in charging facilities is not less than 10% of the total parking space. The charging facilities shall be installed in the proportion of not less than 3% and 10% of the effective parking spaces for the existing residential areas and public parking lots.
