The purpose of Weima Motor’s move is to resolve the problem of new energy vehicle production qualification by controlling Zhongshun Automobile. Under the circumstances that the approval of new energy vehicle production qualifications is suspended, not only Weimar Motors, but also the entire emerging vehicle manufacturing team is in urgent need of resolving the difficulties caused by the lack of new energy vehicle production qualifications. Weimar "game"

For Weima Motors, which is dedicated to manufacturing qualifications and insists on building its own plants, the "Announcement" undoubtedly brings good news for the coming year. In addition to changing the company name of Zhongshun Automobile, the list of legal persons intending to apply for changing the list of enterprise access information was changed from Li Jinzhong to SHEN HUI (Shen Hui). The registered address and production address are all from the original Zhongshun Automobile. The address was changed to the location of the Weimar Motors registration and production.

If there is no accident, Weimar Automobile will become the controlling shareholder of Zhongshun Automobile, which will also solve the issue of new energy vehicle production qualification. Prior to this, Shen Hui had publicly stated on many occasions that the Weima Motors had refused to provide OEM services. The information released by the “Announcement” also coincided with the concept of Shen Hui. However, even if the transfer of production qualifications has been completed, Weimar Motors still needs to go through the “Enforcement Regulations for New Energy Vehicle Manufacturers and Products Entered” that was implemented in July last year.

Weima Motors, established in 2015 as a newly-built vehicle manufacturer, has not yet won a “skilled card” before the approval of new energy vehicle production qualifications is suspended. However, on December 11, 2017, when the Weimar Automobile Brand was officially released, its first pure-electric production model, the Weimar EX5, was also unveiled. It is reported that this model will go offline this year and is expected to begin accepting bookings at the Beijing International Auto Show held in April. At present, Weima Motors urgently needs to solve the problem of "skills permit" in order to successfully achieve mass production.

For Weima Motors, which strongly rejects OEMs, while building its own plants in Wenzhou and Wuhan, it has also been seeking ways to obtain “curves to save the country” through the “backdoor qualification” approach. In February 2017, Liaoning Shuguang Automotive Group Co., Ltd. (600303.SH) announced that it would transfer the 100% equity of Dalian Huanghai Automobile Co., Ltd. (hereinafter referred to as “Dalian Huanghai”) to Dalian Xinminya Intelligent Technology Co., Ltd. (Hereinafter referred to as "Dalian Xin Minya"), and the controlling shareholder behind Dalian Xinminya is Weima Motor. This move allows Weima to implement automobile involvement (excluding cars), car chassis and its parts, etc. Dalian Huanghai, which develops manufacturing and sales operations, is indirectly controlled. It is believed by industry insiders that the “curve” obtained the production qualification of SUVs and MPV models.

Common problems

In May 2017, after the National Development and Reform Commission issued the 15th new energy vehicle qualification for Jianghuai Volkswagen Automotive Co., Ltd., it pressed the Pause button on the production qualification approval. In order to solve the problem of production qualification, the new vehicle builders have either chosen the OEM model, such as Xiaopeng Automobile and Weilai Automobile, or obtained qualification through acquisitions, such as Weimar Automobile.

According to Li Bin, founder of Weilai Automobile, the OEM model has certain advantages. “It is possible to use conventional vehicles to increase production capacity with accelerated production capacity while allowing Weilai to invest more in R&D.” Wang Binggang, head of the National New Energy Automotive Innovation Engineering Project Group, agrees: “Traditional car prices and emerging The cooperation between car makers will allow both parties to learn things and increase the probability of successful car makers."

In the eyes of people in the industry, the OEM model can allow new vehicle builders to circumvent the lack of qualifications and achieve mass production. However, the manufacturing sector is also subject to the control of people and the company loses part of its competitiveness. In contrast, obtaining qualification through the acquisition curve can enable emerging vehicle manufacturers to have more initiative in the creation and manufacturing of their own hands. However, this model requires a lot of financial support.

The qualification for new energy vehicle production has been suspended for more than six months and has not yet restarted.

He Xiaopeng, chairman of Xiaopeng Automobile, publicly stated that he hopes to open up the qualifications of new energy vehicles, allow companies to put products into the market, and promote the healthy development of the new energy automotive industry through market competition.

Wu Zhixin, deputy director of the China Automotive Technology and Research Center, said: “When the production access has not been released, due to fewer qualified companies, it will attract a large number of investors. From the capital level, it will accelerate the development of the industry. In the future, it can be in the enterprise. The access level is liberalized, mandatory requirements are imposed at the product access level, and management is strengthened."

There are rumors that the approval of new energy vehicle production qualifications will resume in the first half of this year. Even during the six-plus months of suspension of approval, the new vehicle builders are still preparing for qualifications. As Shen Hui said, achieving true mass production requires a gap, but this process is not easy.
