Ministry of Information Industry delineates major projects such as measuring instrument technology
"Accelerating independent innovation and achieving breakthroughs in information technology is a critical mission for the entire industry," said Wang Xudong, Minister of the Information Industry Department, recently. He emphasized that promoting technological innovation in the information sector requires fostering an environment that supports and encourages independent development. This includes creating favorable policies and regulatory frameworks to drive progress.
Wang made these remarks at the "National Information Industry Technology Innovation Conference" held in Beijing last week. Organized by the Ministry of Information Industry, the National Development and Reform Commission, and the Ministry of Science and Technology, the event aimed to promote technological advancement and collaboration across the industry.
During the conference, several key policy documents were released or discussed. These included the "Eleventh Five-Year Plan for Science and Technology Development of the Ministry of Information Industry and the Medium- and Long-Term Plan for 2020," as well as the "Guidelines on Accelerating Independent Innovation in the Information Industry." Additionally, the "Several Policies on Supporting the Development of National Electronic Information Industry Bases and Industrial Parks" were issued, along with drafts such as the "Administrative Measures for the Identification of Information Industry Technology Innovation Enterprises," which are expected to be finalized soon after revisions.
The conference also highlighted the need to develop a series of related policies, including the "Key Technologies and Important Product Catalogues of China's Information Industry with Independent Intellectual Property Rights," "Intellectual Property Issues in the Information Industry Sector," "Implementation Rules for Major Majors in Information Technology," and measures for managing major specialties in the field.
According to the plan, over the next 5–15 years, 15 key technologies will be prioritized for development. These include integrated circuits, software technologies, new component technologies, electronic materials, network and communication technologies, computer technologies, storage technologies, digital audio and video technologies, network and information security, optoelectronics, display technologies, measuring instrument technologies, electronic special equipment manufacturing, and information technology applications such as navigation, telemetry, remote control, and remote sensing.
In addition, the outline outlines 13 major projects, such as integrated circuits, software, high-definition digital TV, broadband wireless mobile communications, next-generation networks, network and information security, home network smart terminals, automotive computing platforms, agricultural information platforms, intelligent transportation systems, and information technology service platforms.
Leaders from the three ministries emphasized the importance of concentrating resources and efforts to support large-scale technological innovation. They pledged continued investment and support for the industry’s growth.
Representatives from companies also shared their insights on the challenges of independent innovation. Guo Qingcun, Vice President of Hisense Group, stated, "Independent innovation cannot be achieved by a single company alone. The government should enhance coordination and guidance to help enterprises collaborate and overcome obstacles." He added, "The lack of core technology hinders the development of industry standards and competitiveness, and this is the reality we must face."
With a focus on long-term development and strategic planning, the conference marked a significant step toward strengthening China’s position in the global information technology landscape.
