Third batch of photovoltaic concession power station will tender

After a lapse of 4 years, the “1 yuan/kWh of electricity” target jointly promoted by Shi Zhengrong (column), Peng Xiaofeng and other photovoltaic giants will be implemented one year ahead of schedule. The hot pursuit of the large-scale domestic photovoltaic market starts.

“The third batch of photovoltaic concession power plants will start tendering in the third quarter. We are currently formulating plans and are actively liaising with the five major power groups.” On May 25th, Hu Gui, the manager of Zhongsheng Optoelectronics China, told reporters that the The company hopes at least one project will be available this year.

In 2009, the first batch of photovoltaic concession power plants was tendered at 10 megawatts, and in 2010 it was expanded to 280 megawatts. According to the National Energy Administration's “Energy Economic Situation in 2010 and Prospects for 2011” report, this number will increase to 500 MW in 2011.

"1 yuan / kWh, the implementation of components, the equivalent of 1 US dollars / watt of production costs, which in Yingli, LDK and other large plants have been able to achieve, from the domestic market can be a large-scale start-up of the cornerstone." The central solar energy executives expect 500MW concession power station projects and not less than 200MW of “Golden Sun” projects, plus local power station projects. This year, domestic PV installations may exceed 800MW.

The Ministry of Finance recently stated that China will actively use financial subsidies to advance the "Golden Sun" demonstration project and strive to adopt an annual domestic PV power generation scale of not less than 1,000 megawatts from 2013 to accelerate the development of the domestic photovoltaic power generation industry.

1 yuan/degree electric thrust

The “1 yuan/kWh” PV power generation cost plan was previously pushed by photovoltaics, including Shi Zhengrong, the chairman of Suntech, and Peng Xiaofeng, chairman of LDK, and was the first of the photovoltaic industry association of Jiangsu Province held in Nanjing on December 18, 2008. The text of the "2012 Photovoltaic Power Generation One-Terminal Research Project" approved at the meeting of the Board of Directors was written into a written document, which became a consensus and goal in the industry.

According to Shi Zhengrong, taking into account factors such as environmental protection and rising electricity prices, when the cost of photovoltaic power generation drops to 1 yuan/kWh, it can compete with conventional energy sources.

The cost of photovoltaic power generation is divided into four parts: the cost of solar photovoltaic modules and systems, the cost of inverter boost equipment and secondary boosting and distribution equipment, the cost of construction and installation engineering, construction management fees, and land acquisition fees. In addition, it also includes the cost of building power plants, such as land, cables and other supporting facilities. ,

Among them, the cost of components and systems accounts for about 63% of the total investment, while the cost of polysilicon accounts for about 60% of the components. Previously, LDK announced that the production cost of its components had been lower than US$1/Watt in the fourth quarter of 2010; after the launch of the first quarterly report on May 20, Yingli also confirmed that its power generation cost has been reduced to RMB 1/kWh. .

Yao Feng, LDK's domestic module sales director, told reporters that GCL-Poly's polysilicon production capacity will reach 46,000 tons at the end of the year, and LDK will have 25,000 tons of production capacity at the end of the year. The supply of polysilicon will be eased, and it will be possible to reduce the cost of components.

Meng Xianji, deputy director of the China Renewable Energy Society, is cautious about this. In his view, the cost of photovoltaic power generation is still difficult to achieve below 1 yuan/degree, and only a few companies meet the standard. "But by 2012, the goal of 1 yuan/degree will be basically realized."

In the first two rounds of bidding for photovoltaic power plant concessions in 2009 and 2010, the bid prices were 1.09 yuan and 1 yuan respectively, and the lowest was 0.7288 yuan/degree. As of 2010, the domestic kilowatts of photovoltaic power plants were invested between 15,000 and 18,000 yuan, corresponding to a price of 1.2-1.4 yuan/kWh, and only one step away from achieving 1 yuan/kWh.

In 2011 or 800 megawatts

In 2010, the output of photovoltaic cells in China reached 8,000 megawatts, accounting for about half of the world's total output, ranking first in the world. In contrast, the photovoltaic power generation market installed capacity is only about 380 MW, accounting for 3% of the world's total installed capacity.

According to the analysis of senior executives of the above-mentioned central photovoltaic companies, last year's "Golden Sun" project was tendered at 200 megawatts, and this year's scale will be no less than last year. Together with local projects and concession power station projects, the total size will exceed 800 megawatts, compared with the US last year. The installed capacity of 878 megawatts is quite similar. "But this is a conservative estimate. Our internal forecast can reach 1G watt this year."

Previously, industry insiders expected that if the country took out 0.1 cents per kilowatt-hour of electricity renewable surcharges for renewable energy from the annual annual surcharge on renewable energy, it could expand the domestic photovoltaic market by 500 to 1000 megawatts per year.

A Supervisor of the State Electricity Regulatory Commission confirmed that China is expected to increase the renewable energy price from 4% per kilowatt-hour to 6% this year, and to 1 cent after 2015, which will strongly support PV as its representative. New energy industry development.

Ping An Securities is quite optimistic about this: We maintain the domestic market with a new installed capacity of 1,000 MW in 2011 and 1,500 MW in 2012, and the global new installed capacity of 19 GW in 2011 is forecast.

Meng Xianzhe said that following the several rounds of bidding for concession power stations, the State has already provided reference samples for on-grid PV tariffs. In the future, fixed grid tariffs should be promptly introduced to ensure the healthy growth of the domestic market.

Meng Xianlu said that different fixed-line tariffs should be introduced according to different regions. "If the basis is 1.09 yuan for Dunhuang Project, it is obviously unreasonable." Judging from the full number of hours of power generation, the western part of Dunhuang is 1600 hours, and Shanghai has only 1100 hours. Under different resource conditions, it is determined that the payback period for investment is not the same. In the case that there is still little practice, the introduction of a uniform electricity price is not consistent with market rules.
