Unqualified Infrastructure Support Constrain Implementation of Heavy Truck IV Emission Standards

Like a sword that hangs over its head, the National IV Standard that has not yet been implemented has left the heavy truck companies uneasy. The diesel vehicle IV standard that was originally scheduled to be implemented on January 1, 2012, may currently be somewhat difficult to implement in view of various conditions including oil supply. At present, the Ministry of Environmental Protection is organizing various experts to carry out full certification. There will soon be a reply.

This means that similar to the implementation of the implementation of the National III standard, the implementation time of the National IV standard may be delayed again. In this regard, the heavily-heavy truck companies that are affected still generally hold a wait-and-see attitude towards the implementation of the National IV standard.

Support facilities need to be improved

In May 2011, the official website of the China Association of Automobile Manufacturers released the “Replied to the Implementation Date of the Fourth Stage Limit of the National Motor Vehicle Emission Standard” of the Ministry of Environmental Protection. According to the letter, due to the fact that the national IV vehicle fuel oil standard has not yet been issued, it is still unable to ensure that the corresponding vehicle fuel is supplied nationwide, which will bring certain difficulties to the full implementation of the motor vehicle IV standard. The Ministry of Environmental Protection implements the national IV standard for motor vehicles. Date is adjusted.

"Replied to the letter," said that from January 1, 2011, all vehicles that do not meet the requirements of the National IV standard of gas ignition engines and gasoline vehicles may not be sold and registered. For vehicles with compression-ignition engines and diesel vehicles, the implementation of national IV standards is tentatively postponed for one year. That is, from January 1, 2012, all new compression-ignition vehicles that do not meet the requirements of the National IV Standard shall not be sold or registered; new compression-ignition engines that do not meet the national IV marking requirements must not be sold and put into use. For light diesel vehicles, it is tentatively delayed two years to implement the national IV standard. From July 1, 2013, all light diesel vehicles that do not meet the requirements of the National IV Standard shall not be sold or registered.

In fact, at present, almost every company has the ability to launch the National IV model. The engine company has developed the National IV engine several years ago. The implementation of the provisions of State IV has been proposed for two or three years, and the heavy truck companies have basically prepared for matching. There should be no problems in the technology and supply of the products of the State IV, and even enterprises have already been doing Euro V. And Europe VI product development.

It is understood that the Renesas 52m pump truck independently produced by Foton was officially listed on September 29th, 2011. This product is China's first self-owned brand pump truck that meets the national IV emission standard. Many domestic heavy-duty truck companies have already prepared the products of the National IV. However, due to the lack of a complete set of supporting facilities, companies cannot conduct complete tests on new products.

The impediment to the implementation of the National IV standard on schedule is not the product itself. The key is that the supporting facilities are not perfect. The conditions required for the National IV product are still not mature. For example, fuel oil, which is now supplied in many places, is the National II oil; the second is to increase emissions to the National IV, the engine needs to be installed on the exhaust gas treatment device, need to add urea, and now the urea addition point has not been established; the other one is the urea addition. The device is now also mainly in the hands of foreign production companies. If China IV is strongly pushed, it may happen again that the falsification of EGR in the State III will occur.

In fact, since July 1, 2011, the diesel country III standard was officially implemented, but there are no matching oil products on the market in some parts of the country. Sinopec and other oil companies are not reluctant to introduce diesel fuel of the same standard, but because of technical equipment updates, local government requirements and other reasons, it made it impossible for some regions to supply diesel oil of the National III standard. At present, Shanghai, Beijing and other parts of the country have already implemented the National IV diesel standard products. However, in order to fully promote this kind of better quality diesel, I am afraid it will take several years to wait.
