Excerpts from ChicagoTribune.com: Just two days after promoting a new police superintendent from within the Chicago Police Department, Mayor Rahm Emanuel is set to name Alicia Tate-Nadeau, a senior official in the Illinois National Guard, as the new head of the Office of Emergency Management and Communications (OEMC). Tate-Nadeau will take over from Gary Schenkel, who has led the agency since shortly after Emanuel’s first term. The OEMC is responsible for managing the city's 911 dispatch system and plays a critical role in responding to large-scale emergencies, such as severe weather events and major public gatherings like the NATO protests. The mayor’s office announced that Schenkel, a former U.S. Marine, chose to retire. His departure comes just three months after a tragic incident involving the 911 center. Two call takers failed to send officers to a West Side home where Quintonio LeGrier had called for help, claiming someone was threatening his life. When he called again, officers arrived and one of them fatally shot Bettie Jones, a 19-year-old college student and neighbor. Following the incident, both 911 dispatchers were suspended without pay. The FBI has since joined the investigation into the late December shootings, and new details show that the officer who killed LeGrier did not initially tell investigators that the teen had swung a baseball bat at his head, according to police reports obtained by the Tribune. In a statement, Mayor Emanuel praised Tate-Nadeau for her experience in managing complex public safety operations. She currently serves as the assistant adjutant general of the Illinois National Guard and deputy commanding general of the Army National Guard in Fort Leonard Wood, Missouri. Tate-Nadeau brings a wealth of international experience to the role. She served in Israel from 2011 to 2014, where she coordinated emergency management exercises with global partners. She also served in Iraq in 2005 and 2006. Last year, she made history as the first woman promoted to the rank of brigadier general in the Illinois National Guard. Additionally, she is currently working with the Federal Emergency Management Agency (FEMA) on the ongoing water crisis in Flint, Michigan. Tate-Nadeau has lived in Illinois for over 15 years and grew up on the outskirts of Oklahoma City.
