Layoffs coming to Carpentersville

The Daily Herald recently published an article highlighting a budget shortfall in Carpentersville and the resulting layoffs. According to Village Manager J. Mark Rooney, the town is implementing a series of cost-saving measures to address a projected $400,000 deficit. This includes laying off two full-time firefighters, a part-time records clerk from the police department, a community service officer, and a part-time ambulance billing clerk from the fire department. These cuts were announced on Thursday, marking the first layoffs in Carpentersville since 2011.

Rooney noted that these layoffs may not be permanent, as there is potential to rehire the two firefighters if a federal grant for additional firefighters is approved. The village is currently revising its application to include funding for two extra firefighters and retain the two slated for termination. Additionally, the firefighters' union, represented by Lt. Rick Nieves, is actively working to keep these employees on board.

Beyond the layoffs, the village plans to leave three part-time positions unfilled in the finance, IT, and fire departments. Two code enforcement officers in the community development department will take on hybrid roles, handling both code enforcement and community service officer duties under the supervision of Public Safety Director Al Popp. The two affected firefighters, who collectively have eight years of experience, rank among the least senior in the department of 32 full-time firefighters. Their final day is set for March 28.

Village officials estimate savings of around $235,000 to $245,000 this year, with additional reductions expected in future years. Rooney cited declining property values, economic conditions, and rising union contract costs as key drivers behind these cuts. These layoffs follow a recent contract dispute with the firefighters' union over staffing levels at the three fire stations.

"If the union can't retain these two employees, we’ll be left with 30 full-time firefighters and 28 part-timers," Nieves remarked. He expressed surprise at the layoffs given the recent contract negotiations, suggesting the union had opportunities to protect these employees but instead prioritized lieutenant pay and hours. Rooney countered that the union had two chances to save the firefighters but chose otherwise, focusing instead on protecting higher-ranking members.

Despite the layoffs, Rooney assured residents that public safety would remain unaffected, citing the existing workforce, mutual aid agreements, and the ability to increase part-time staffing as needed. Nieves, however, emphasized that the union remains concerned about the potential impact on the fire department's operational capacity. "We're still meeting with them on March 7 to discuss how this will affect our department," he stated. "It's concerning because we didn’t expect this after the recent contract discussions."
